Emergency Management Homeland Security Division
Mission Statement:
Vision: Shiawassee will be a
county where an environment exists that serves to actively promote
practices and principle that protect the lives and property of its
citizens from the effect of emergencies and disaster.
Mission: To foster and promote an
emergency management system that protects and effectively responds to
county emergencies and disasters.
Goal: To save lives prevent
injuries and protect property and the environment from the effects of
all county emergencies and disasters.
Four Phases of Emergency management
MiTIGATION
Any activities which actually eliminate or
reduce the occurrence of a disaster. It also includes long-term
activities which reduce the effects of unavoidable disasters.

PREPAREDNESS
Preparedness
activities are necessary to the extent that mitigation measures
have not, or cannot, prevent disasters. In the preparedness
phase, governments, organizations, and individuals develop plans
to save lives and minimize disaster damage. Preparedness
measures also seek to enhance disaster response operations.

RESPONSE
Response activities follow an emergency or
disaster. Generally, they are designed to provide emergency
assistance for casualties. They also seek to reduce the
probability of secondary damage and to speed recovery
operations.

RECOVERY
Recovery continues until all systems return to
normal or better. Short-term recovery returns vital life support
systems to minimum operating standards. Long-term recovery may
continue for a number of years after a disaster. Their purpose
is to return life to normal, or improved levels.

Shiawassee County awarded State of
Michigan 2004 Homeland Security Grant of $343,062.
